Stuart W. Sutton, PE RRC

Mr. Sutton has been in the construction industry since 1974, joining Stafford as a consulting engineer in 1982. He is licensed in 13 states and Puerto Rico and has provided all types of engineering services, including system evaluations, system design and forensic services related to roofing, waterproofing and structural systems. Mr. Sutton's engineering expertise is primarily devoted to investigations of failed systems and related forensics. He is a member of several professional organizations, including ASTM, NSPE, ASCE, SBCCI, and the Roof Consultants Institute, where he has served on the examination committee.

Christine M. Quigley, PE RRC
Vice President - Operations

Ms. Quigley has a diverse background in the construction industry, including experience with a large general construction company and as a construction engineer with the Charlotte-Mecklenburg School System. Since joining Stafford Consulting Engineers, Ms. Quigley has conducted roof evaluation surveys, prepared design plans and specifications for a variety of roofing and waterproofing systems, conducted failure investigations and provided construction administration for numerous projects. Ms. Quigley is also responsible for the day-to-day operations of the firm. She is a member of several professional organizations, including NSPE and ASCE, and is licensed as a Professional Engineer in North Carolina and Florida.

Louis T. Hall, PE RRC
Vice President - Engineering

Mr. Hall began his professional career in 1984 in the United States Air Force in Texas and the Azores. He was responsible for multiple construction projects and ensuring that Department of Defense requirements were met. Mr. Hall joined Stafford Consulting Engineers in 1990. He has conducted roof evaluation surveys, prepared design plans and specifications for a variety of roofing and waterproofing systems, conducted failure investigations and provided construction administration for numerous projects. Additionally, Mr. Hall oversees and reviews engineering documents of other professional staff at Stafford Consulting Engineers. He is a member of NSPE and is a certified nuclear moisture gauge operator. Mr. Hall is licensed as a Professional Engineer in North Carolina and Maryland.

Senior Project Manager

As an experienced architectural designer and project administrator with a strong commercial, restoration and adaptive re-use portfolio, as well as large scale project management experience, Mr. Strait brings a qualified and diverse background to Stafford Consulting Engineers

Prior to joining Stafford Consulting Engineers, Mr. Strait has headed a construction management firm which provided architectural, engineering, governmental approval, project tracking and reporting, as well as construction management services. This included $27.5 M in contracts with the City of New York to provide the design and construction management of mixed use and multifamily rehabilitation projects, as well as, the restoration of historically significant buildings.

In private practice, Mr. Strait’s firm provided design, planning, project development, management, permitting liaison and professional consulting field services. These field services included envelope failure investigation, remediation management and legal consultation. Projects included; numerous high rise condominium experience, commercial and residential loft conversions, restaurants, office spaces, infill projects and specializing in development and management of historic rehabilitation projects.

As a project architect with Geoffrey Freeman + Associates, Mr. Strait’s duties as manager of office production, included project design, field survey and observation, client and governmental liaison for varied projects. These projects included a major Section 8 rehabilitation project in Trenton, N.J., rehabilitation of housing for the elderly, low moderate-income dwellings, historic properties, institutional and commercial projects.

Vu The Nguyen, EI
Senior Project Manager

Upon joining Stafford Consulting Engineers in January 1997, Mr. Nguyen was initially assigned field responsibility for quality control inspections in connection with the application of roofing and waterproofing systems. He has conducted roof evaluation surveys, including surveys utilizing destructive and non-destructive testing and laboratory analysis. He has prepared plans and specifications for re-roofing and/or repair of various types of facilities. Mr. Nguyen has participated in forensic engineering evaluations on various projects and has performed investigations of various types of facilities subjected to storm events to determine extent and nature of related damage.

Jeremiah M. Edwards, PE RRC
Senior Project Manager

Prior to joining Stafford Consulting Engineers, Mr. Edwards worked for an engineering firm in Durham, North Carolina, where he gained experience in the application of various construction materials, the interpretation of construction documents, the preparation of detailed plans and specifications, and the implementation of quality control methods and procedures. He was also responsible for design and survey projects from conception to completion for various roofing projects. Mr. Edwards has prepared plans and specifications for various roof replacement and repair projects.

William Tom Stanley, RRO UBCI
Project Manager

Prior to becoming involved in the roofing industry, Mr. Stanley was employed by a construction materials manufacturer and supplier. He then owned and operated a concrete construction and restoration company. Before joining Stafford Consulting Engineers, Mr. Stanley worked for a roofing contracting firm as a field superintendent responsible for the work and production of several roofing crews. Since joining Stafford he has provided quality control observation and construction administration services of roofing and waterproofing systems, conducted non-destructive testing and conducted roof evaluation surveys. Mr. Stanley has assisted in preparing plans and specifications for various roof replacement projects. He is a licensed Uniform Building Code Inspector for Educational Facilities in the State of Florida and certified by the Roof Consultants Institute as a Registered Roof Observer.

Brian D. Lang, CIE, CMR
Project Manager

Prior to joining Stafford Consulting Engineers, Mr. Lang was responsible for the investigation of various types of environmental building systems, accident reconstruction, and investigative engineering projects.  He was involved with the investigation of conditions/losses related to building systems, thermal/moisture envelopes of structures and heating, ventilation and air conditioning (HVAC) equipment.  Investigations included the determination of the origin and cause of damage to building systems, particularly related to moisture intrusion and fungal (mold) conditions.  He is experienced in performing fungal (mold) assessments, environmental sampling, and the development of fungal remediation plans.  Mr. Lang has managed numerous construction and fungal (mold) remediation projects of varying sizes.

Since joining Stafford Consulting Engineers, Mr. Lang has been involved primarily in periodic quality-control inspections on roofing, waterproofing and building envelope projects.

Alex W. Montgomery, PE
Project Manager

Mr. Montgomery started in the construction industry as a laborer on construction projects that ranged from houses to schools to prisons. These projects developed in Mr. Montgomery a keen interest in the fundamental principles of design engineering, which in turn inspired him to seek and acquire an engineering degree. Mr. Montgomery's interest in construction and design remains unabated.

Mr. Montgomery began his engineering career in 2004 as a testing engineer for a soils and materials testing company with emphasis in the mix design and testing of concrete. During this time, Mr. Montgomery’s desire to be involved with investigations of construction related issues with materials grew.

Mr. Montgomery later accepted a position with a forensic engineering firm specializing in the investigation of construction defects in new construction and older building restoration in concrete construction projects and exterior façade assessments, as well as asphalt assessment and remediation design. Mr. Montgomery gained experience and coordinated on site assessments of parking decks, paper mills, office buildings, schools, and condominium buildings. Mr. Montgomery gained experience with various investigative techniques including pressurized and non-pressurized water testing, flood testing of balconies, intrusive view port observations, microscopic inspection of samples taken from site construction and chemical analysis of materials used in construction.

Ashley Aiken McDuffee, EI, LEED® AP
Assistant Project Engineer

Ms. McDuffee joined Stafford Consulting Engineers and is currently working as an Assistant Project Engineer in the Raleigh office. While earning her undergraduate degree in Civil Engineering at Bucknell University, Ms. McDuffee served as the student representative on the steering committee for Bucknell University’s J. Paul Getty Trust Campus Heritage Project and Preservation Plan.

In her historic preservation graduate program, Ms. McDuffee focused her studies on building pathology, materials conservation and building diagnostics and monitoring. Ms. McDuffee presented her Masters thesis entitled “Evaluating the Threat of Environmental Change on Historic Resources: A Case Study and Assessment of Tools” at the 2007 conference for the Association for Preservation Technology International. While working toward her graduate degree, Ms. McDuffee interned at an engineering firm in San Francisco, California where she was introduced to building envelope design and review and developed a strong interest in building science, especially as it pertains to historic buildings.

Prior to joining Stafford Consulting Engineers, Ms. McDuffee worked for an engineering firm in Seattle, Washington when she gained experience in performing building condition assessments, investigative testing, window performance testing, data logger monitoring and construction administration. She was also responsible for developing building envelope details, peer-reviewing construction documents, and composing site visit, testing and assessment reports for various projects. In addition, her historic preservation background enabled her to provide historic materials consultation on several heritage projects.

Dennis W. Mashburn, RRO
Senior Technician

Mr. Mashburn joined Stafford Consulting Engineers in 1984. He previously worked as a foreman, general superintendent and project estimator for roof contracting firms in Florida. Mr. Mashburn has served as resident inspector and provided quality control inspection on numerous major roofing and re-roofing projects throughout the United States. He also has extensive experience with below-grade waterproofing systems installations, plaza deck waterproofing assemblies, tuckpointing of masonry walls, and the installation of sealant systems at wall joints and in conjunction with window wall construction. Mr. Mashburn is a certified nuclear moisture gauge operator and a certified infrared thermographer. He is also certified by the Roof Consultants Institute as a Registered Roof Observer.

Thomas F. Seymour
Technician

Prior to joining Stafford Consulting Engineers, Mr. Seymour was employed by a North Carolina based roofing and waterproofing consulting firm. His experiences include conducting material and quality control inspections, leading pre-bid and pre-construction meetings and monitoring large, low-slope roof replacement and waterproofing jobs throughout the eastern United States. He was also utilized as a commercial property due-diligence inspector, with the primary charge of documenting a wide variety of structural, utility and aesthetical concerns for commercial lenders.

Mr. Seymour continues to develop both his on-site and project specification skills with Stafford Consulting Engineers as he assists Stafford’s Project Managers with specifying, bidding, project administration of various roofing and waterproofing projects including project submittal review, trouble-shooting field conditions and product research. Additional responsibilities include roof assessments, surveys, and drainage and roof evaluations.

Daniel P. Lane
Technician

Mr. Lane joined Stafford Consulting Engineers in 2007 and is currently working as an Engineer in the Charlotte office. While working for Stafford Consulting Engineers, Mr. Lane has expanded his knowledge of the design and construction of the building envelope industry. Since joining Stafford, he has conducted observation inspections, field investigations and has assisted in the design of new and/or roof replacement systems. He has conducted numerous water testing procedures and leak investigations of window and curtain wall assemblies.

The inspections that he has been apart of involve wall cladding, roofing and water proofing systems. The wall cladding systems include stucco, metal panels and stone veneer. Roofing systems include built up, single ply, shingles, standing seam metal, and slate. Waterproofing systems include those installed below grade, on retaining walls and below slabs.

Carl G. Hardy
Technician

Mr. Hardy recently joined Stafford Consulting Engineers and is currently working as a Technician in the Charlotte office. While earning his undergraduate degree in Construction Management at East Carolina University, Mr. Hardy developed a strong understanding for the Construction industry. The Construction program provided him with knowledge of all phases of construction including, construction estimating, contracts and specifications, architectural plans and review, and project planning and scheduling.

As a part of the curriculum to earn a Construction Management Degree, Mr. Hardy completed an internship with a residential home builder. During his time building residential homes, Mr. Hardy gained experience in performing quality control inspections, managing employees and construction administration.

Prior to joining Stafford Consulting Engineers, Mr. Hardy was employed with a commercial glass and curtain wall company. While working in the curtain wall industry, Mr. Hardy’s duties were expanded to all types of Commercial projects associated with the design and installation of complex curtain wall systems.

Mr. Hardy continues to expand his knowledge of the building envelope industry with Stafford Consulting Engineers. Since joining the firm, he has performed observation inspections and reporting on commercial and multifamily residential projects. He has also assisted in the review and inspection of below grade waterproofing systems, completed roof surveys and performed water testing on windows and curtain wall assemblies.

Buster Honeycutt
Construction Monitor

Prior to joining Stafford , Mr. Honeycutt worked for a commercial roofing company for 11 years. As a Quality Control Superintendent, Mr. Honeycutt specialized in the management of the installation of roofing systems assuring they were installed as per the manufacturers specifications. He performed all final inspections with manufacturers for warranty purposes. In his time since joining Stafford , Mr. Honeycutt has performed full-time & part-time inspections, evaluation and investigation services for many colleges, k-12 school districts, industrial facilities, churches, hospitals and federal buildings throughout the Southeastern U.S.

Kenneth D. Ford
Construction Monitor

Prior to joining Stafford Consulting Engineers, Mr. Ford was President and Owner of a roofing contractor company. He has been involved in the roofing industry for 30 years beginning as a laborer and advancing quickly to roof mechanic, focusing on the technical issues involved with the ever changing roofing industry.

After four years, Mr. Ford advanced to foreman where his duties included hiring and training laborers and mechanics, making sure projects were completed according to plans and specifications and within the allotted time allotted and budget. With 13 years in supervision, Mr. Ford installed all types of built up, modified, shingles, shakes, slate, EPDM, PVC, TPO, standing seam metal, flat lock soldered, metal shingles, ornamental metals, gutters, fascia, soffit, siding panels, and below grade waterproofing, with many different manufacturers and different systems for each.

Mr. Ford’s duties were expanded to estimating all types of commercial, industrial and institutional roofing and waterproofing projects, scheduling, maintaining a properly trained workforce of five or six crews with multiple projects in different stages of completion in progress at any given time.

Mr. Ford acquired a reputation while working with architects, engineers, roofing manufacturers, project managers and property owners for troubleshooting and designing details for difficult situations.
